Latonya Harris is a Senior Program Associate with the National Center on Substance Abuse and Child Welfare (NCSACW), where she serves as a Change Liaison on the Family Centered Systems Innovation Team (FCSIT). Through the FCSIT In Depth Technical Assistance (IDTA) Program, she supports states, Tribes, and local jurisdictions in implementing the Comprehensive Addiction and Recovery Act (CARA) amendments to the Child Abuse Prevention and Treatment Act (CAPTA), with a focus on strengthening cross system collaboration, Plans of Safe Care, and services for infants and families affected by prenatal substance exposure.
Ms. Harris brings more than 20 years of experience working with court, child welfare, and substance use disorder treatment systems. Her background includes leadership roles in drug treatment courts, probation administration, and statewide systems reform efforts, including management of Ohio’s Statewide System Improvement Program (SSIP). She holds a Master of Public Administration degree from Franklin University and a Bachelor’s degree in Psychology from The Ohio State University.
