William R Moore, CPE Ramsey County

William R Moore Graduated from Concordia University with a B.A. where he majored in History and minored in
Political Science and received a Public Health focused certification in administration and management
from the University of Miami. He went on to work in the St Paul Public Schools district for 7 years as a
behavioral management teaching assistant before moving on to the YMCA to lead youth outreach
programs. During his 4 years with the YMCA with youth outreach programs, he was charged with
implementing the YMCA’s nationwide HEPA (Healthy Eating and Physical Activity) standards and was
also selected to be a trainer and speaker at the Statewide HEPA Summit. William took part in National
Advocacy Days in Washington DC where he met with various state representatives on Capitol Hill to
lobby on behalf of health-related bills such as the Diabetes Prevention Act among several others.

He next moved onto working with SHIP in Anoka County as a Community Health Advisor where
he focused on School based strategies before moving on and joining Ramsey County as a Health
Educator. While at Ramsey County Public Health William expanded upon his SHIP role in chronic disease
prevention in schools by also being a strong advocate for Child and Maternal Health disparities and
while working with the Birth Equity Community Council became one of the first two men in the history
of the state to become a certified Doula and Lactation Educator.

His passion for this work has been used to engage fathers in the community and make them a
more integral part of the birth process both prenatal and post-partum while also consulting with direct
care service providers and public health departments. It has earned him honors such as the 2019 Sons of
Bransford Mentorship award and recognized as a 2019 deBeaumont Foundation 40 under 40 honoree, a
national award given to the most innovative people in Public Health. William has been profiled in such
publications as 101 careers in Public Health and penned several articles chronicling his career as an
African American Male in birth work. He has had the privilege to sit on numerous panels, including The
Bonds of Brotherhood Luncheon at the 2023 African American Film festival in Martha’s Vineyard and is
currently the Race and Health Equity Administrator for the Health and Wellness Service Team at Ramsey
County while also being a proud member of the Gamma Xi Lambda Chapter of Alpha Phi Alpha
Fraternity Incorporated.
